In photorespiration, $O_2$ binds to RuBisCO. Instead of RuBP being converted to 2 molecules of PGA, it forms one molecule of phosphoglycerate (3-C compound) and one molecule of phosphoglycolate (2-C compound). So the oxygenation activity produces 1 molecule of a 3-C compound (along with a 2-C compound).
