Alkyl halides with aqueous KOH undergo substitution to give alcohols ($R-Cl\xrightarrow{aq.\ KOH}R-OH$), not alkenes. Alcoholic KOH (dehydrohalogenation), Zn with vicinal dihalides, and Na/liq. $NH_3$ reduction of alkynes (trans-alkenes) all give alkenes.
