By definition of relative velocity $\vec{v}_{1} = \vec{v}_{0} + \vec{v}_{2} \Rightarrow \vec{v}_{0} + \vec{v}_{2} + (-\vec{v}_{1}) = 0$ $\Rightarrow v_{0}$, $v_{1}$ and $v_{2}$ will be sides of a triangle and we know that the sum of any two sides is greater than third side of the triangle.
