Light acts through photoperiodism: the duration of light and dark periods determines flowering in short-day and long-day plants through a hormonal substance that moves from the leaves to the shoot apex.
Temperature acts through vernalisation: a period of low temperature promotes flowering in some plants.
Both of these mechanisms therefore control flowering.
Apical dominance is controlled by auxin from the apical bud, and stomatal closure mainly by ABA and water status.
Hence temperature and light control flowering.
