Biological organisation starts withLiving matter is organised in a hierarchy of levels, each built from the one below it.
Atoms combine to form molecules; small molecules join to form macromolecules such as proteins, nucleic acids, polysaccharides and lipids.
These macromolecules assemble into supramolecular structures (membranes, ribosomes, chromosomes), then organelles, cells, tissues, organs, organ systems and finally the organism.
The atomic level is common to living and non-living matter, so it is not specifically biological.
The properties of life first begin to emerge from the interactions of the biomolecules, i.e. at the submicroscopic molecular level, which cannot be seen even with a light microscope.
So biological organisation starts with the submicroscopic molecular level; the cellular and organismic levels come later in the hierarchy.
