$\frac{g}{16} = \frac{g}{\left(1 + \frac{h}{R}\right)^2} \Rightarrow \left(1 + \frac{h}{R}\right)^2 = 16$
$1 + \frac{h}{R} = 4 \Rightarrow h = 3R$
