The idea of mutations was brought forth byHugo de Vries, on the basis of his work on the evening primrose ($Oenothera\ lamarckiana$), brought forth the idea of mutations.
He described mutations as large differences arising suddenly in a population and believed that it is mutation, and not the minor variations emphasised by Darwin, that causes evolution; he called this single-step large mutation saltation.
Darwin proposed natural selection acting on small, directional variations.
Mendel proposed the laws of inheritance from his work on the garden pea, and Hardy and Weinberg gave the principle of constant allele frequencies in a population.
Hence the idea of mutations was brought forth by Hugo de Vries, who worked on evening primrose.
