Kirchhoff's first and second laws for electrical circuits are consequences of :-Kirchhoff's first law (junction rule): the algebraic sum of the currents meeting at a junction is zero, $\Sigma I = 0$.
It means that charge does not accumulate at a junction: the charge entering per second equals the charge leaving per second. So it is a consequence of the conservation of electric charge.
Kirchhoff's second law (loop rule): the algebraic sum of the changes in potential around any closed loop is zero, $\Sigma \varepsilon = \Sigma IR$.
It means that the energy gained by a charge from the sources in going round a closed loop equals the energy it loses in the resistances. So it is a consequence of the conservation of energy.
Hence the first and second laws are consequences of the conservation of electric charge and energy respectively.
